Quinte Baseball League Playing Rules (Printable Version)

Updated Rules for 2010 Season

 

The Quinte Baseball League is affiliated with the EOBA and the OBA. For this purpose, the rules will be followed in the following order:

Specific rules as per the Quinte Baseball League for the 2010 playing season

Section 1 – Official Rules: Objectives of the game

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

1.01    Steal cleats are not allowed at any level.

1.02    Players signed to a current EOBA roster may play in the QBL. However players who pitch or catch in the EOBA may not pitch or catch in the QBL after July 1st. It is the player responsibility to inform their QBL coach if they pitch or catch in the EOBA.

1.03    Aluminum bats are allowed at all levels within the QBL.  No bat shall exceed 2 ¾ inches in diameter and must not have a weight to length differential of greater than 12 ounces.

 

Section 2 – Official Rules: Definition of Terms

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

2.01    Infield Fly rule applies at Mosquito level (OBA Rule)

 

Section 3 – Official Rules: Game Preliminaries

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

3.01    SIX RUN MERCY RULE: An inning is completed after 3 outs or six runs are scored. If the home team is down by more than 6 runs in the last inning (either 7th inning or a curfew), the game is over.

Example – Visiting team in the top of the 7th inning goes ahead by more than 6 runs in that at bat, the game at that point is over.

3.02    If leading after 5 innings or 4-1/2 innings (Home Team) by 10 runs or more the game is over.

3.03    All players shall be registered and sign an official team roster to be forwarded to the President of League (Gord Mortaley) by June 1st, 2010.

3.04    The home team is to supply one new ball and good used balls for the game.

 

Section 4 – Official Rules: Starting and Ending a Game 

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

4.01    A minimum of 7 players are needed to start a game. 

4.02    If a game is started with 9 and for reason of injury your team is reduced less than 9 (but more than 7), play can continue.  If for reason of ejection your team is reduced less than 9, the game is forfeited.

Example - If you start with 8 or 9 players and if for reason of ejection you lose a player, the game is forfeited. If you lose a player for reason of injury, the game can continue. If for any reason, your team has less than 7 players, the game is forfeited.

4.03    Open substitution of players is allowed and any player who arrives late can be added to the bottom of the batting order.

4.04    A regulation game is considered to be 7 innings or 1 hour 50 minutes in length. (Whichever comes first) Exception – When there is not enough daylight to safely continue play at parks that are not using lights.

4.05    If the time of 1 hour and 50 minutes is not up the game must continue. No new inning will start after 1 hour and 50 min.  Home team is responsible to keep time.

 

Section 5 -Official Rules: The Catcher  

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

5.01    Mosquito players can only pitch/catch or a combination of both a maximum of 4 innings per game.

5.02    Pee Wee players can only pitch/catch or a combination of both a maximum of 4 innings per game.

Note: On June 15th, it was the decision of the QBL that although 19 year old players are allowed to play in the league, they are not permitted to pitch or catch.

Note: Penalty for infractions of the catching rule is the catcher is removed from the catching position for the remainder of the game and the coach is ejected.

 

Section 6 - Official Rules: The Batter

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

6.01    All Players in attendance will be included in the batting order.

6.02    Players coming late may be added to the bottom of the batting order.

 

Section 7 - Official Rules: The Runner

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

7.01    Mosquito runners will not leave any bag until the ball crosses home plate.

Section 8 - Official Rules: The Pitcher

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

8.01    Mosquito players can pitch/catch a maximum of 4 innings per game. (One pitch/play constitutes an inning)

8.02    Pee Wee players can pitch/catch a maximum of 4 innings per game. (One pitch/play constitutes an inning)

8.03    Bantam players can pitcher 4 innings per game. (One pitch/play constitutes an inning)

8.04    Midget players can pitcher 4 innings per game. (One pitch/play constitutes an inning)

8.05    A pitcher, once removed from the pitching position is not eligible to pitch for the remainder of the game regardless of the number of innings pitched to that point.

Section 9 - Official Rules: The Umpire

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

9.01    If the home team is unable to supply either, the visiting team has the right to supply either.

9.02    A Home plate umpire that is not from either of the team’s centers shall do officiating in the final Championship games of the playoffs. The League will incur travelling costs, if required.

 

Section 10 - Official Rules: The Official Scorer

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

10.01 - For all regular season and playoff games, the home scorekeeper shall be the official scorekeeper. Score keepers must keep track of pitchers and catchers innings for both teams. If the home team fails to record pitcher and catcher innings the visitors score sheet will be considered official.

 

Section 11 - Official Rules: Protests and Appeals

The Quinte Baseball League will follow the EOBA, OBA and Official Rules of Baseball with the following amendments:

11.01  All protests must be filed (phoned or email) with the league president and cc to your convener with 24 hrs of the scheduled start time of the game being protested.

11.02  Protests must be resolved within 72 hours of receiving notification and evidence in support thereof.

11.03  A deposit of Fifty ($50) dollars will be given to a QBL executive and held in trust. The person holding the deposit in trust must be noted in the protest

11.04  When the protest is allowed the money will be returned by the QBL. If the protest is disallowed, the deposit will be retained by the QBL.

11.05  Any ruling handed down by the QBL will be considered final. No further actions can be taken.

11.06  Protest based on umpire’s judgment decisions will not be permitted.

11.07  Protest based on the umpire’s interpretation of the rules must be lodged with the umpires before the game resumes, and the opposing team must also be advised by the umpire before the game resumes.

Tournament Rules & Guidelines    (Printable Version)

  1. Tournament will follow all rules covered in section Q1-1 RULES found in the OBA Playing Rules & Regulations.
  1. All games shall be in accordance with OBA & the Official Rules of Baseball unless otherwise stated.
  1. All teams must provide the following to the Tournament Convener:

·         Tournament Permission Form

·         Approved Team Roster 

  1. All players and coaches will sign in before their first game. Sign in sheets will be available at the park of your first game and must be completed prior to the start of your first game.
  1. All games shall be until a winner is declared.
  1. The time limit for each game is 2 hour. No new inning will start after the time limit. (except championship game)
  1. Games tied after 2 hours (regardless of inning) or 7 innings, the 6 runs per inning mercy rule is removed. If an inning starts prior to the time limit, the 6 run mercy rule will be removed at the start of the next full inning.
  1. If a game can’t be continued due to darkness or lighting failure, the game shall be considered suspended and continued the next day.
  1. Mercy rule is in effect - 10 runs after the 5th or 6th inning.
  1. Home team will be decided by a flip of a coin. The team furthest from the diamond where game is being played at shall make the call.
  1. Home team shall keep official score.
  1. Speed-up rule allows for substitution for catcher on base with 2 outs.
  1. Ejection of any player for any reason will result in a suspension of that player for the next tournament game. An ejection for fighting will result in disqualification for the remainder of the tournament.
  1. Abuse of any official by players, coaches, or parents will not be tolerated. Any infraction could mean the disqualification of the team.
  1. There will be no batting practice and no infield/outfield on tournament fields at any point.
  1. In an effort to keep games on time, plate conference with umpires and coaches/captains should occur 5 minutes before each game.
  1. The following Tie breaking rules will apply

                                 I.      Winner of head to head game will advance

                               II.      Team with smallest runs against ratio (runs allowed/defensive innings played)

                              III.      Team with the highest runs for ratio (runs scored/offensive innings played)

                            IV.      Coin toss 

  1. All decisions by the tournament committee are final.
  2. Pitching Rule As per rule P2-10 of 2007 OBA constitution (Innings vs. Pitch Count)

Any player who assumes the pitching position in an inning will be charged with an inning pitched.

Pitchers are permitted to pitch 4 innings each game, but not more than 8 in a day, or 14 innings for a tournament of 4 days or less.

If a tournament is extended past the original scheduled time, pitching records remain in tact when the tournament is commenced regardless of when it is commenced. 

Note: Innings/outs pitched will apply to the calendar day in which they were pitched. The calendar day applies regardless of the tournament schedule, day on which the first round completes, or delays caused by darkness or weather (however, a pitcher continuing in a suspended game shall not be charged for the same inning twice). 

e) Illegal pitching penalty: Where a player pitches more innings than is permitted, the player’s team shall forfeit the game. A second violation by a manager’s/head coach’s team will result in his/her indefinite suspension. Any player advancing to play in a higher series shall be restricted to the pitching rule of the series in which he/she is registered.
